There’s a moment in every technological revolution when theory turns into something visceral. For the author, that moment wasn’t a press headline or a funding round. It was watching a simple AI system learn how to win at Atari’s Breakout—and then invent a strategy no one had explicitly programmed.
That was the beginning of something bigger.
Chapter 4 argues that we are no longer building tools that merely manipulate the world. We are building systems that manipulate intelligence itself. And that changes everything.
The chapter opens with DeepMind’s early breakthroughs: DQN teaching itself to play games, AlphaGo rewriting centuries of human Go strategy, and eventually AlphaZero surpassing even human-informed systems by learning entirely from scratch. The metaphor is subtle but powerful: these systems weren’t just calculating faster. They were discovering.
That discovery is the key framing device of the chapter. Intelligence, once assumed to be uniquely human, is now being engineered. AI systems learn patterns, generate strategies, and uncover solutions at scales and speeds no human mind could match. And crucially, they do this not through hard-coded rules, but through learning from data.
The shift, the author suggests, is civilizational. Technology once focused on manipulating atoms—engines, electricity, materials. Then it moved to bits—information, computation. Now it is moving to genes and intelligence itself. AI and synthetic biology are not incremental upgrades. And its growth is exponential.
The chapter walks us through deep learning’s resurgence with AlexNet in 2012, the explosion of large language models, and the staggering scaling of compute. Parameters balloon from millions to billions to trillions. Training data expands from curated datasets to essentially the whole internet. Costs fall even as capabilities skyrocket.
The “scaling hypothesis” looms large here: make models bigger, feed them more data, increase compute, and performance keeps improving. So far, the evidence supports it. AI’s progress has outpaced Moore’s law, and the author sees little reason to believe it will stall.
This leads to one of the chapter’s most important reframings. The real milestone is not some dramatic, binary moment when machines “become conscious.” It is something more pragmatic and more disruptive: capability.
The author proposes a “Modern Turing Test.” Instead of asking whether an AI can mimic human conversation, ask whether it can autonomously achieve complex, open-ended goals—like launching and running a profitable business online. This is what the author calls ACI—Artificial Capable Intelligence. Not superintelligence in the sci-fi sense. Not a sentient being demanding rights. But a system that can plan, execute, adapt, and pursue multi-step objectives with minimal oversight.
The implications are profound.
Most of global economic activity already happens through screens and APIs. If AI systems can operate across those interfaces—emailing suppliers, writing code, running ads, filing paperwork—then vast swathes of economic life become automatable. Companies might be run by small teams supervising powerful AI systems. Entire workflows could compress into algorithmic pipelines.
The opportunities are staggering: medical breakthroughs, optimized energy grids, new materials, accelerated science. AI already diagnoses disease, manages data centers, designs chips, and writes production-grade code.
But the risks are equally real.
Bias embedded in training data can amplify discrimination. Synthetic media can flood information ecosystems with misinformation. Autonomous systems plugged into economic or political processes could scale influence at unprecedented speed. And as models proliferate—open-sourced, leaked, democratized—control becomes harder.
One of the chapter’s most telling episodes involves a Google engineer who became convinced that a chatbot was sentient. The author dismisses the claim—but highlights what it reveals: AI systems are already persuasive enough to blur psychological boundaries. Not because they are conscious, but because they are capable.
The tension running through the chapter is not about whether AI will become conscious. It’s about whether we grasp how quickly capability is compounding.
We adapt to breakthroughs with alarming speed. What astonishes us one year feels ordinary the next. AlphaGo was magic; now it’s background noise. GPT-3 was extraordinary; GPT-4 feels routine. The danger, the author warns, is not overhyping AI—but underestimating it.
We are not waiting for the future. We are already inside it.
AI is no longer a speculative technology. It is infrastructure. It is accelerating. And it is becoming woven into every layer of human activity.
The machine doesn’t need to be sentient to reshape the world.
It just needs to be capable.
